Relating to health insurance; enacting the New Mexico health insurance exachange act. Providng for a board of directors of the exchange. Providing for powers and duties of the exchange. Providng for qualified health plan certification. Requiring carriers that offer health benefit plans in the individual or small group market to offer qualified health plans through the exchange. Provide enrollment  and coverage election and providing for dispute resolution.
